THE PURPOSE OF THIS PETITION IS TO DEMONSTRATE TO PARLIAMENT, THE GOVERNMENT, AND THE PRESIDENT WHAT THE MAJORITY OF CITIZENS THINK. THE REPUBLICAN PARTY INVITES THE ASSOCIATION OF POLITICAL PERSECUTEES, THE “PROMES ME DREJTËSI” ASSOCIATION, THE INDEPENDENT TRADE UNIONS, AND ALL POLITICAL PARTIES OF THE DEMOCRATIC CAMP THAT ACCEPT THE PRINCIPLE OF PROPERTY TO COOPERATE IN THE CAMPAIGN TO CARRY OUT THE PETITION. ALL ALBANIAN CITIZENS, REGARDLESS OF THEIR POLITICAL BELIEFS, ARE INVITED TO SIGN AND COOPERATE. THE NATIONAL COUNCIL OF PRSH

PETITION

THE REPUBLICAN PARTY CALLS ON ALL ALBANIAN CITIZENS TO SIGN THE PETITION FOR PROPERTY RIGHTS. Property determines the economic and social system. Communism is based on collective and state property, which serves as the foundation of dictatorship. Democracy can be established only on private property, which gives people independence and freedom of action. THE DEMOCRATIC CAMP THAT ACCEPTS COUNCIL OF PRSH people independence and freedom of action. A STATE THAT DOES NOT RECOGNIZE PROPERTY CANNOT BE A STATE GOVERNED BY THE RULE OF LAW. Without recognizing property, there will be no development or progress, because these can be achieved only through the free initiative of the individual, which is conditioned by property. Without recognizing property, the way cannot be opened to the free world, nor can stable relations be developed, because the free world is based on private property. By recognizing property, the democratic state not only sets the country’s development on the right path, but also corrects one of the gravest injustices of the communist regime, under which the entire people suffered, and especially those who were dispossessed. THEREFORE, WE, THE ALBANIAN CITIZENS, DEMAND: 1. The land law must be returned to Parliament and drafted on the basis of inherited ownership. 2. The legally rightful owners must be returned, as soon as possible, their plots in the cities, homes, shops, warehouses, workshops, and factories. 3. All laws of the communist regime concerning nationalizations and confiscations must be invalidated, and laws must be approved to return confiscated property and expropriated assets to their lawful owners.
