Godot; swift measures from the state seem to be coming

On the other hand, after the announcement in the afternoon of four deaths, Prime Minister Meksi summoned prison officials, marking a new turn for the city and Albanian police.
On the other hand, following the afternoon announcement of four dead, Prime Minister Meksi called in prison directors, a new development for the city and the Albanian police.
More than anything, this news concerns those involved in the criminal investigations. Only two weeks after the serious event in Tirana, in which the chief paralytic died, another case shows that the situation is grave and therefore deserves proper attention.
It seems that after the recent days, another step toward reflection and verification of the facts is necessary.
In this context, Prime Minister Meksi has called for the prison administration to be made more effective and for those responsible in every institution that had shortcomings in dealing with the deceased to be identified. He stressed that this process cannot remain only in the hands of the usual authorities, but must be an open and properly regulated matter, so as not to allow such events to be repeated in the future. Moreover, the latest case has raised doubts about the need for greater care and transparency in the way prisons and their security are managed.
Given how sensitive this issue is, Meksi has also called on the investigative bodies to act quickly and responsibly, stating that no one should be above the law and that the investigation must be carried through to the end. This appeal has been seen as a signal that the government wants to provide a stronger response to public opinion. Nevertheless, it is clear that concrete measures will be necessary to restore citizens’ trust.
If this does not happen, the impression will arise that the system’s problems are being dragged out and are not being resolved in time.
According to official sources, better coordination between the justice institutions and the ministry has also been necessary so that the circumstances of the death of the four prisoners can be clarified as quickly as possible.
Godot; swift measures from the state seem to be coming
On the other hand, in connection with these events, there have also been reactions from the opposition and from organizations dealing with human rights, which have called for a full and public investigation of every circumstance. They stressed that only transparency can restore citizens’ trust and prevent the repetition of such tragic events.
In this sense, the prison issue has taken on a new political and institutional dimension, becoming a test for the Albanian authorities.
If matters are not handled carefully, a new crisis of trust could arise.
In this way, the topic of prisons and investigations will remain at the center of attention in the days ahead.
A successful step, though delayed
During this month many issues have been clarified, little by little, by the understanding recommended by Strasbourg
The round table held in recent days under President Berisha, with the participation of opposition representatives and parties active in elections, aimed to resolve several issues related to the various developments in the country’s elections, not only these, so that the participating parties and citizens can feel calmer and safer ahead of the general elections to be held on 26 May 1997.
The fact that these existing problems, which clearly reflect the overall state of the country’s electoral system and have been visible for some time, but began to accelerate from mid-June, when the withdrawal of the PD and the opposition from the commission’s drafts first appeared as a result of misunderstandings, is something to welcome, because it shows that there is also a certain ability to resolve the remaining issues through political means, within the framework of such an accelerated round table, where all the long-standing issues were put on the table.
However, given that certain conditions in Albania and the new electoral factor in the north of the country should have been addressed and clarified, part of the problem had already begun to be raised in connection with the 26 May elections, when the commission of the Strasbourg envoy, Mr. Tübingen, tried to deal with these issues so that the electoral system would be put on the path of normal functioning, including the preparation of new electoral maps.
These problems remain at the center of political debate, even though the round table produced some concrete results. Its conclusion was intended to resolve some questions related to the administration of elections, but more broadly it created the impression that the agreement came out of the need to avoid new political crises. Nevertheless, despite these choices, their solutions will still remain unclear as long as we do not see a steady line of political dialogue. What stood out during this month is that events overlapping with other crises, especially those related to Kosovo, also affected the pace of this round table. Political peace and the country’s stability are essential in order to keep pace with processes that have an impact on the democratic sphere, and these cannot be based on a single special meeting.
Instead, careful work is needed to achieve lasting solutions.
Then, if there is no will for cooperation, any agreement will remain temporary and incomplete.
In this regard, political parties must include all interest groups and elements, because only then can a climate of trust for the elections be created.
Without this spirit, even reforms intended to improve the electoral system will not produce the expected results.
Therefore, the success of this round table should be seen as an important step, but still insufficient.
To become effective, it must continue with a broad process of consultations and with the actual implementation of the decisions taken.
Ultimately, this is a first step toward building a more mature and more sustainable political culture.

Medu: We value the USA, but there are positive steps
“We will support every positive step”
“In the long and difficult negotiation with the USA, we will support every positive step. That was the essence of the message from the secretary of state on the Balkan issue, on the main problems of regional policy, including Kosovo, during a visit and meeting with American officials.”
“In this context, he stressed that negotiations and cooperation with the USA are important for stability in the region and for resolving open political issues.”
