As a consequence of the new realities, a new political process is emerging in Kosovo, one that is broadening the basis for a negotiated resolution of the issue.
In this process, the KLA is a key player, with its own structure and internal dynamics. The tendency to view the Kosovo issue as part of a shared political process and to establish an initial nationwide consensus shows that the KLA is not an amorphous entity, but a real one, and as such has begun to be recognized by the International Community as well. Kosovo is now seeking a collective response to Serbian crimes against the innocent population. The Serbian interim arrangement is only an illusion, since everything depends on the international response. It is no coincidence that Rugova has called for the immediate start of talks and an end to reprisals and ethnic cleansing. Milosheviçi has no choice but to fight for existential needs, which is why he told the European Union’s envoy that “the military operations are” [?]
