. Decisive diplomacy suffers its next setback in Kosovo. Just 5 days ago, Milošević promised European Union envoys that the fighting would be brought to an end, but a new Serbian offensive has taken place and the fighting has intensified. In these circumstances, the European Union has sent a letter to the Serbian leader seeking a ceasefire, but the Serbian aggressor has shown no sign of retreating. Diplomacy without military force is turning into an empty weapon. No concrete results have been achieved since the conflict broke out.
