It is time for dialogue. Under the existing political and institutional realities, there is no other way out. The International Community offered only moral support. But this support solves nothing; it will merely leave the unresolved problems to resurface periodically. The PD reacted negatively to the Conference, while the PS tried to use it for political gain. The suspension of aid—or, more accurately, its delay—means that the government could soon be out of the game. It has only to build the institutions and fight crime. But the opposition, too, must avoid politically excluding itself. The boycott of the Constitution by sections of the opposition does not strengthen its position. If not—
