. At the Cabinet meeting, the Prime Minister declared the hegemony of the SP-DP. The DP is taking on more effective roles in the political process, indirectly offering a spirit of cooperation. “Union for Democracy,” led by it, is expected soon to formalize its position in favor of adopting the Constitution, while Mr. Ndreu is the herald of this consensus on behalf of the grouping. The DP’s adoption of its new political strategy does not, on the whole, express a voluntary increase in its political role, but rather an appropriate reaction immediately following the recommendations of the European Troika. The DP is by now accustomed to refusing to accept limits on its ambitions, and this is why it takes on political obligations beyond the spheres of local interests. And at the press conference, Berisha did not hesitate to heap superlatives on the state leadership, even though his statement on resolving the dispute with the striking judges called for a certain display of his own authority and courage, as he had prejudged every compromise option on the issue. After the Troika’s Declaration, the political activity of Berisha’s wing remained off balance. Most Democrats saw this declaration as a preliminary conclusion to their future. Feeling isolated from the new political methods and movements, Berisha suddenly became afraid of the balancing control of democratic processes,
