It was also announced that the World Bank had offered a loan of USD 10 million, a fund to guarantee private businesses against political risks, social unrest, and bad governance. The developed West is trying to respond to the disappearance of the destructive challenge and the [??] of the Albanian economy. But will the true values of a pluralist society and a free market be created? Albanian reality is a world without a master. Governments develop—develop in a metaphysical backdrop stamped with a minus sign. Since democracy has been conceived as an imaginary island, the political and social perfection needed to guarantee the basic institutions of existence and development cannot be secured. Albanian politics has no procedural morality based on the standard rules of social interaction. Consequently, it cannot be a law-abiding democracy. Both politics and the economy interact in creating a hostile climate toward the preservation of important social values. The inner moral code has been broken into an emptiness that is spreading ever more widely across most of what is called Albanian civilization. In the sociopolitical environment, responsibility is required; genuine motivation is needed, one that encompasses the entire framework of democratic society.
