. In Kosovo, the principle of the nation-state is coming into conflict with the principle of the multinational state. While Milošević, with his nationalist obstinacy, seeks to preserve the ethnic status quo of a Yugoslavia that no longer exists, the Albanians insist on self-determination and full independence, supported by International Charters. The crisis in Kosovo and its bloody consequences are becoming a major headache for the United States and Europe. They propose an alternative path toward “expanded autonomy”, convinced that it can be achieved democratically, through dialogue. But for the third time, the Albanian side did not respond to the Serbian officials’ call for talks, since they reduce the Kosovo problem to a minority issue, sidestepping the demand for independence. The Albanian government of the left-wing coalition is also supporting the propaganda for Serbia’s “democratization”, trying to align itself with the position of the International Community, particularly that of the USA. But at a time when the number of victims in Kosovo is rising and the spectre of a possible Balkan war is looming, the very same “rules of the game” applied in Bosnia must not be respected.
