Kosovo seeks independence, UN offers impartiality

The United Nations are playing by the rules of peacekeeping, even though there is no peace in Kosovo to keep. By accepting only the arms embargo as a form of pressure, the Great Powers have reinforced this with a draft UN Security Council resolution, which is expected to be adopted at the end of this week. But while welcoming the development of a new draft resolution on Kosovo, the draft resolution takes no position on the Albanians’ demand for independence rather than autonomy, as has been suggested. It seems that the card the United Nations are playing is impartiality. But this impartiality cannot impose peace in Kosovo. In the face of Millosheviç’s position, who, at a meeting with Russian Foreign Minister Primakov, condemned the pressure of international diplomacy, countering it with the argument that “Kosovo is an internal matter for Serbia,” the United Nations show no justification for any particularly deferential treatment of the Serbian side. The United Nations’ handling of ethnic conflicts requires, in particular, the support of the USA. Yesterday’s debate in the US Senate’s House of Representatives on the draft resolution showed that American commitment exists, but the challenges posed by the Serbian regime are still not being met. The United States cannot build relations with Serbia, where no democratic process is encouraged and where a dictatorship led by Millosheviç is driving the country increasingly out of the game.
