Milošević is not losing his composure. Although, at a meeting with German Foreign Minister Kinkel and French Foreign Minister Vedrin, he promised to withdraw the military forces from Drenica, the situation remains highly tense. Serbian forces continue to remain in Drenica, despite a noticeable increase in international pressure. But international diplomacy has been unable to subdue Milošević. The efforts of the Contact Group, which has just met again in Brussels and will meet once more on 25 March in Bonn, remain mere diplomatic sermons that cannot lead to a definitive resolution of the crisis. The leader of Kosovo’s Albanians, Ibrahim Rugova, has understood this and sees the institutionalization of dialogue with the Serbian side as the most likely path. Reiterating the need for talks, Rugova said yesterday at a press conference that international mediation was essential. For the seventh time, the Serbian government delegation described Kosovo Albanians as a “national minority”, claiming that the talks should be conducted within the status of the Republic of Serbia, under the Serbian Constitution. The Albanian side hopes that the involvement of international diplomacy as a party to these talks will avert Serbia’s preconditions, so that a solution can be found. Continued on page 3
