The Serbian game plan for Kosovo is proceeding without anyone standing in its way. The agreement on education with the Kosovo side gained Western support. Indeed, Italian chief diplomat Dini, at a meeting with US Secretary of State Albright, declared that “Milošević has taken positive steps, while describing Kosovo’s independence as ‘an impracticable path.’” Mrs. Albright, too, welcomed the “agreement on education as Serbia’s biggest step since 1989, when Kosovo’s autonomy was revoked.” Although the continuation of pressure on Milošević has been emphasized, international diplomacy is compromising its mission by welcoming the Serbian regime’s half-measures. The experience of other countries of the former Yugoslavia has shown that Serbs are pathological militants and ruthless provocateurs. Not even 24 hours had passed since the signing of the education agreement when the Serbs launched a savage attack, with helicopters and armored vehicles, in the municipality of Deçan. This road does not lead to peace. Preparations for the platform for Albanian-Serbian talks have focused on protocol matters, following President Rugova’s appointment of a 15-member negotiating group.
