. As expected, the conflict in Kosovo is tending to spread throughout the region. Large numbers of Serbian police forces have been concentrated on the border with Albania. The first incident was not long in coming. Serbian helicopters and fighter aircraft violated Albanian airspace. The provocation is blatant. Speaking of 200 Albanians infiltrated from Albania, Belgrade’s propaganda is seeking to create an alibi for blaming the Albanians, with the aim of justifying Serbian violence in Kosovo. Deçan has been the scene in recent days of intense gunfire and fierce attacks. Now many ordinary Serbs too believe that the world is against them. Milošević’s pathological propaganda will cause 95% of Serbs to vote against international mediation in Kosovo. Continued on page 3
