The prolonged failure of the Contact Group, while the situation in Kosovo continues to deteriorate, is a reminder that international cooperation is experiencing a crisis that could lead the world toward a new confrontational situation. With the ambition of a great power in the East, Russia seeks to exclude itself from the consensus led by the West, by encouraging Milosheviç’s criminal enterprises toward ethnic cleansing and the destabilization of the entire region. It is precisely the struggle for supremacy within international groupings that, in the deepest sense, destabilizes the world. The Kosovo issue, discussed for the third time in Rome, after the London and Bonn meetings, did not displace the more traditional problems between the superpowers of East and West.
