Kosovo enters the “American” era. . In the European imagination, the Rugova–Clinton meeting marks the abandonment of abstract policies and mobilization toward an authentically democratic future. It was not easy for Rugova to enter the White House. This happened after the end of the Cold War paralyzed Europe’s utopian capacity. Until now, Rugova has been a “primus-movens” who created everything, freedom as well as its opposite. For many years, the policy pursued in Kosovo became a mere appendage of passivity. At that time, it was very difficult for the “American era” to arrive. Europeans never stopped looking for the source of danger in Kosovo, but they did not find it—or, more precisely, they did not want to find it.
