The White House spokesperson announced that President Clinton is consulting with European partners to find a lasting solution for Kosovo. This consultation is a waste of time, just as the implementation of the preventive package newly drafted in Luxembourg by the foreign ministers of NATO member countries is also a waste of time. This waste of time means more innocent blood in Kosovo. NATO’s joint maneuvers with the Albanian and Macedonian armies do not fulfill direct military commitments to end the crisis, but merely promise convenience for the respective governments in Albania and Macedonia.
