By Arben ILJAZI Today is the deadline for concluding a possible peace agreement in Rambouillet. As expected, the deadlocked Albanian-Serb talks could not lead to peace. The diplomacy of the International Community appears to have failed once again. It played by the rules of peacekeeping when there was no peace to keep in Kosovo. Before bringing the parties to Rambouillet, international diplomacy should have developed a common strategy with the Albanian side, as the occupied party. But for a long time, the International Community preferred a double stance, attempting to find a formula for coexistence between Albanians and Serbs. It was wrong. The threat of force should have been credible from the outset, since didactic positions have no effect on Milošević. Now Milošević declares euphorically that “Serbia will never accept a foreign occupation, even if it is bombed.” This is an open challenge to the Committee. Resolving the crisis in Kosovo required military support and a keener strategic sense from the very beginning. Continued on page 3
