The Agreement’s deadline expired and, as expected, the signing was postponed for two weeks. The International Community was quick to bring out, by “diplomatic means,” the familiar formula of extending the talks. This is happening because the Great Powers, particularly the USA, have no long-term plan for dealing with Milošević, and Russia has stepped up its rhetoric opposing NATO military intervention. Indeed, Russian officials have declared that they feel a moral obligation to offer military assistance to Serbia. This entire unexpected situation arises because the Agreement in Rambouillet did not imply a diplomatic game, but necessity. From this standpoint, international diplomacy must guide the talks with a firm inclination to move beyond its old foundations, which shaped 1913 for the Albanians. Unfortunately, the Kosovo issue was not viewed within a universalist project. 1913 is once again serving as a point of reference. Under the influence of historicism, the Great Powers did not try to make a careful inventory of the separate elements, to preserve those that are necessary and discard those that are harmful. It cannot be said that the West has no reasons of its own, entirely, for closing the chapter on the beginning of the century. However, the Albanian issue was viewed cynically at Rambouillet. The Great Powers, applying direct pressure on the Albanian representatives, demanded “collective self-sacrifice.” See p. 14, page 3
