. Dalip GRECA. Yesterday, crime went on the offensive and bloodied the stone city of Berat. The criminals made the streets tremble, while the citizens of Berat held their breath, utterly defenseless, and mourned the victims as custom dictates. The state has gone, or will go, to offer condolences (as it has done on other occasions). The criminals’ offensive has caught the state unawares. The three police officers who tried to stop the crime, after travelling 17 km through a “free zone,” were shot in the forehead. It seems crime has gone mad and fires bullets at anyone who gets in its way: two [unclear] or poor people, an 18-year-old, a driver, the two owners of the sheep who were taken hostage, the woman with the child who looked death in the eye... and the three humiliated police officers, who lost their lives, left five children behind and left three widows in mourning; this is yesterday’s toll in Berat, traumatized by crime. The tragedy seems to have started with the banal theft of a sheep, but its scale shook the state. Add to this tragedy yesterday’s killings in Shijak, the attempted killing of a justice official in Korçë, and the funeral of the well-known lawyer Kleanti Koçi, and it is not difficult to reach the logical conclusion that the empire of crime rules Albania, while the structure of the rule of law is completely exposed and built on sand. Anyone who can read Albanian, except the astonishing minister Xhuveli, clearly understands that Law No. 7501 must be replaced by other laws in accordance with Article 41 of the Constitution. How do you regard the Agriculture Minister’s statement that Law 7501 on agricultural land will not be changed, since it does not contradict the newly adopted Constitution? “Xhuveli was a member of the Commission for drafting the Constitution. But it is clear that at the time he did not understand what had been written in the Constitution about property. He either does not know, or does not want to read the Constitution now. I think that after the statements Xhuveli is making now, there is no point in reasoning any further.” Page 3
