Germany takes the initiative for the establishment of peace in Kosovo. The proposal presented envisages a greater role for the UN and its Secretary-General, Mr. Anan. Anan, for his part, has stated that the UN should be involved in finding a diplomatic solution and presented the European Union with a 5-point plan to end the crisis. For many analysts and European diplomats, including diplomatic circles in Russia and the former Yugoslavia, Anan represents “the last chance for a diplomatic solution for Kosovo.” The Yugoslav authorities also seem to approve of the new line, saying that “NATO has disqualified itself as a peacekeeper in Kosovo.” But can the German plan be accepted by the other NATO powers, and especially by the US? The German initiative is nevertheless linked to a new outbreak of localist sentiment. Germany is trying to become a first-rate global player by promoting “authentic” values in the cause of peace. But Germany may not be capable of exercising the role of world leader, since it cannot guarantee the sustained exercise of this role as America does. In this respect, the US has no real rivals.
