Milošević puts the West to the test
Milošević is once again trying to test the West’s resolve.
According to sources in Moscow, he has agreed to accept an international civilian force in Kosovo, under the auspices of the UN. This would not be a military force, but the deployment of civilian observers. NATO leaders have responded to Milošević’s new offer, arguing that these are precisely NATO’s demands. British Prime Minister Toni Bler said that Milošević must accept an appropriate international force. Resolving the crisis in Kosovo has been described as a test for the Atlantic Alliance, and therefore Milošević’s proposal cannot be supported. While the NATO Summit in Washington has convened to adapt the Alliance’s strategy for the new century, Milošević is trying to divide the international community by entrusting the mission solely to a civilian UN force, after the NATO bombing stops. As an unscrupulous opportunist and Machiavellian, Milošević is preparing to receive UN Secretary-General Kofi Anan in Belgrade very soon. With Russia brought in, the UN will be asked to increase its political role in order to avert NATO bombing. It is worth considering why
