By Arben ILIAZI The International Community has also begun to worry about the unification of the Albanian political factor in Kosovo. In a message to Prime Minister Majko, US Secretary of State Mrs. Ollbrajt encourages, among other things, the initiative to establish a National Security Council, an idea that has been circulating in recent days. This Council, which will consist of all the members of the Rambouillet delegation, according to Mr. Qose, will be a decision-making body for the functioning of Rambouillet or the Kosovo Assembly, and not an organ of Erzëruti, which is represented here by Thaçi's government. The truth is that Kosovo's political spectrum has recently lacked an integrating structure, and this is why small beliefs have degenerated into small vices. The creation of a supranational institution such as the Security Council would provide a good basis for adopting compromise as the fundamental political principle, while avoiding the complexities and sensitivities of the moment in the new process Kosovo is undergoing. The embryonic state of political outlooks and conflicting impulses could be overcome if a grand, democratic, mobilizing and integral vision were adopted—one that challenges ordinary common sense and creates circumstances for a new political and democratic ideal. However, if the National Security Council were to supplant the Kosovo Council elected by popular referendum, it could then become the cause of an even more quarrelsome politics, which would deepen the Albanians' disappointment.
