Today, the Albanian funds for the economy — 100 million USD — would cover all the country’s investments, but instead they are in the pockets of politicians who are misusing them. It refers to a part of the 200 million USD fund, created by parliamentary decision for agriculture, which had passed under the so-called government of national unity. While it was intended to be a fund for reconstruction and for bringing life back, it became a fund for its destruction. On this matter, the Minister of Economy, Prof. Dr. Z. Bujar Leskaj, spoke in the World Bank, in an interview with Shtypi journalists in Tirana and Durrës. He explains how six other viewpoints from Albanians concerning the fund emerged. As developments continue around this fund, it may also gather other calculations that appear in the special section of these assessments, made by international structures, and it is expected to be an important part of future relations with the World Bank, as well as with other countries in the region, including Kosovo. Some of the problems in this issue concern the concept of aid that was given to Albania, its management, and the way it was used. He explains that it may have been met with strong objections because of the fraud and mismanagement, especially because there was no guarantee where the expenditures would end up. In all countries of the world, the spending of such a fund is reviewed to see what approach the government has taken. When you see that Albania has been included in foreign aid, then you see how it had already been evaluated earlier, at a time when it was created to receive new support, to build houses, roads, and infrastructure. In this perspective, he notes that support for Kosovo is very important. Even more important is the part of aid that was given to Albanians, instead of being distributed. He says that in the present case, for other aid and lessons, both for people living in Albania and for those in Kosovo, it should be distributed.
