Peace offer or smokescreen?

Milošević has confirmed that he accepts the G-8 peace proposals, but there are no signs yet of the withdrawal of military troops from Kosovo. Everything is following the line of Serbian-side demagoguery, even though NATO members again declared that there would be no compromise in this conflict unless the Alliance’s five known conditions were accepted. NATO’s determination was also evident in a resolution on Kosovo adopted by the Alliance’s Parliamentary Assembly, in which 86 amendments were rejected; these sought to have the KLA treated like the Serbian military forces and Kosovo’s status determined within the Federal Republic. Mr. Chernomyrdin’s visit to Belgrade today has been described as a decisive visit for launching a peace process. Russia said it had new proposals for resolving the crisis, while yesterday’s meeting in Bonn between representatives of the United States, Russia and the European Union viewed Belgrade’s diplomatic moves and Milošević’s dubious offers with skepticism. One thing is clear: Milošević, with Russian support, is trying to create a smokescreen to deflect NATO’s air strikes. If the Serbian dictator had been ready for peace, he would not have allowed the conflict to grow to such proportions. Now everything has come to an end. After learning about and discussing the statute of their institution, the artists of the National Theatre concluded that it, like the draft law “On Theatre,” is unacceptable and does not constitute a legal basis on which it should be founded. Our objection consists of several points: 1) Every statute, regulation and other legal basis must derive from the Law “On Theatre” or decisions that supplement it.
