At the initiative of the “Friends of Kosovo,” 16 countries gathered at the UN for a conference on the reconstruction of Kosovo. UN Secretary-General Kofi Anan called for the creation of an international police force and a special fund for Kosovo. The international community seeks to write a new page of peace and reconstruction after the war. The UN has the moral authority to lead this mission. The roles have been divided. NATO will oversee Kosovo militarily, while the UN will oversee it civilly. The goal is shared: Kosovo’s economic-political integration and cultural orientation. Along with reconstruction, we will also have a new national revival. The West now seems to have complete faith in its own solutions. The conclusion is that the “beacon” must shine through economic terms and concrete programs. Albanians should be very optimistic after this. Investments will certainly precede political and national aspirations, towards an independent Kosovo. What is asked of Albanians is courage and faith. In 1966, Robert Kennedy said in South Africa, speaking directly to the people of that troubled country. He said: “Human history has been shaped by different independent acts of courage and faith. Whenever a person stands up for an ideal, or acts to help others, or fights against injustice, they sends out a fragile wave of hope, which, as it grows—” On 10, page 3
