By Astrit KONICA The Sarajevo Summit “of the future” was said to have achieved a pragmatic result, expressing regret that it was unable to [??] the Federal Republic of Yugoslavia (FRY), despite the fact that the federation has been dissolved. The “additional” paragraph on Kosovo was included to remind Kosovo’s representatives once again to appreciate “the importance of preserving Kosovo’s multiethnic character.” And there could hardly have been any other outcome, since the Final Declaration was the result of a compromise between Westerners and Russians. The strongest emphasis in the Declaration’s fourth paragraph was placed on “respect for the sovereignty and territorial integrity of the FRY,” while on Kosovo the Summit was content with political support for United Nations Security Council Resolution 1244; a resolution that addresses the Kosovo problem within the framework of Yugoslavia. Now Kosovo and Serbia must live together [?], so the spirit of the Declaration was contradictory; the decision, as the historical process [??], must divide up responsibility for the development of the region. The former Yugoslavia has been treated with a political humanism that does credit to Moscow itself [?] and to our side of the issue. With the history [?] of the future. President Meidani, former Yugoslavia has no future. Meidani should have declared that the future of the region is the future of its ethnic groups, with their own identities and nation-states. Kosovo has fulfilled all the requirements of the international community to deserve its own state. At the Summit, it should have been treated as an entity moving toward full independence from Serbia. By taking care of the future of the Yugoslav Federation, now that talk is of unifying the region, the West, encouraged by the Russians, is fueling the Serbian fantasy of revenge, which will be carried forward by the Serbian “opposition,” sketching out what Franjo Tuxhman once described as “democratized.” The political role of the Summit was to shape the appropriate awareness in the region, not to glorify the Serbian “opposition.” Under Russian pressure, the West is defeated in Sarajevo by its own weapons. Modernity cannot replace problems of legitimacy. In the Summit Declaration, we see a reformulation of ethnicity, supported by criteria set by Russia. The strong wine of Western utopianism evaporated from the poisoned chalice of Russian-Yugoslav “federalism.”
