The dilemma over the death penalty By Ida Ndoja Everyone is against crime, but when it comes to the death penalty it is not easy to decide. Recently proposed, this punishment seems necessary in this country. But hasty decisions without presenting several figures on the increase in death sentences and comparing the effects of this punishment with the consequences and the impact that awareness has in reducing crime in our country, as well as the positive effects of rehabilitating criminals sentenced to life imprisonment and the international precedent, make it highly debatable. Such armed acts have found and will find lawful punishment through investigation and sanction. Instead of a life sentence with the loss of husband and child. The government remains silent. The European Commission and the Council of Europe recommend that with accession to the European Union the death penalty be abolished. The government has made a maneuver and an offer for the calm of the population after the tragedies of March 1997. It has not been able to act, nor has it been seriously affected by them. Saliu, by not enforcing the law, by excluding relatives of figures that occurred before 1995 from authorship, by not punishing the criminals in which former senior officials of the previous government were involved, the Government is trying to keep things calm and avoid attention. Meanwhile the new government is proving unable to produce effects in the fight against crime. Why are we returning to the death penalty? Has this happened in Europe? Perhaps not. Thus the issue of the death penalty has entered the agenda and is presented as part of a dangerous and controversial atmosphere for our society. Will this punishment encourage the suppression of crime or will it serve as a tool for political revenge and for attracting public attention? Public opinion today is very uncertain. There is a risk of hasty judgments, abuses, and distrust toward state institutions. Furthermore, the death penalty runs counter to some Council of Europe standards and to the right to life. A state under the rule of law is not built through emotional actions, but through law, investigation, and impartial judgment. P. 4
