Totalitarian plunder, as an alternative to democratic pluralism and the market economy, seems no longer able to cope with the problems of our human, democratic and national survival. The democratic and constitutional ideal has suffered several setbacks during these years of transition, which resemble a dark tunnel. Everything has stemmed from the emptiness and arrogance of those in government. Democratic policies— “to bring down” his government, which is still implementing Law 7501 on land in the privatization process. Accepting the opposition’s alternative does not mean being its partner. Majko’s moves, although they are taking place belatedly, have value because they attack the socialist myth, the immorality of the leaders of Parliament, and the political populism of the educated classes and the pro-government press. The left-wingers have in no case accepted... [The text begins cut off in the middle of a sentence] of the the emptiness and arrogance of those in power. Democratic politics turned into a business for politicians, experts, and sycophants. The depression caused by the crises has destroyed everything. There are no national programs, only narrow government programs. The political leadership has blocked the constitutional system, leaving citizens hostage to processes that have spiraled out of control. The violation of human rights, the plundering of property, and the continuation of neo-communist reforms have created an atmosphere of [brimI?], forcing foreign investors to flee. It is precisely at this point that the value of the constitutional state has been called into question: Prime Minister Majko is placing his signature on the Legal Commission for resolving the problems of the return and compensation of property to former owners. Let us hope that at last a post-communist prime minister has understood the “Achilles’ heel” of democracy and the Rule of Law—the concept of property—which means understanding the market economy, a concept essential to Western standards of living. The Prime Minister, with the order to establish this “Commission,” pursuant to Article 102, paragraph 3, of the Constitution, seems to be [continuation] perpetuating the socialist myth, the immorality of the heads of Parliament, and the political populism of the powerful and the pro-government press. The left has never accepted the European vision of democracy. Without resolving the property problem, the new principles of the art of governance cannot be formulated, democratic turning points cannot be achieved, and claims to a modern society cannot be fulfilled. Without respect for the right to property, neither the state nor democracy would have an identity. The parliamentary majority, under the pressure of a deconstructive mindset, has rejected initiatives for legal adjustments intended to bring property laws into line with the articles of the Constitution. We hope this revolutionary record of Parliament will not prevent the Legal Commission attached to the Prime Minister’s Office from recommending new legislative initiatives. If this Prime Minister–Parliament clash marks the end of the era of revolutionizing, the idea of communist experiments on Albanians will come to an end. Majko has very little time left to convince us whether his initiatives are guided by democratic values or by political tricks and adventurism.
