The language used, the way it was distributed and the disparities in the figures leave room for serious questions about the management of aid. Where have the funds allocated to cope with the difficult period ended up? The new government did not make the accounts transparent, while the institutions remain silent. In this climate of lack of accountability, the scheme for managing the money appears murky and the public cannot get clear answers. What was this substantial amount spent on? If part of it was used for emergencies, what is the real value of what reached the citizens? Questions of this kind, repeated for a long time, have still not found a convincing explanation.
