The first days suggest even the earthquake that, in these days, to be carried out in a broader context is a necessity. The opposition claims that in a democratic society we must have attention to voters for our country, so that it reflects the common interest. The hopes of setting the citizen in motion as a citizen and not as a vote, the beginning of the feeling and appreciation of a rule-of-law standard, are the opening commitment of the opposition’s campaign. In a meaningful conclusion, if the government has set the state apparatus in motion for its own interests, the answer comes just as strongly from public opinion and the vote that condemns it. The opposition campaign has entered a new stage of communication with citizens, determined not to fall victim to provocations and not to imitate slogans with an electoral military spirit. Not with a vote, but with a rifle, it opened its election campaign. Albanians have time to wait for calm developments, but they would do well to try to free themselves from the worst part of the past. The longer fear is kept alive, the more hatred is encouraged. Everyone knows that the language of hatred, after attacks, creates a suffocating climate for freedom. Edi Rama and part of the government are not there to calm the country, but to divide it. This is taking on the dimensions of a campaign aimed at intimidation. On 1 October, citizens have one vote, without a single bullet more, to stop slander and anarchy. We too have the right to say about this campaign: let us not hate, let us not threaten, let us not steal. Page 3

CEC admits the violations, but... breaks the Code It stayed only 1 hour in front of the media and chose 29 members of the KZQV for 30 communes and 31 municipalities of Tirana, without transparency. Yesterday the Central Election Commission continued with the second draw for the appointment of members of the local government election commissions. Only in the chairman’s statement and in the act of drawing lots did the chairman and deputy chairman of the CEC allow the process to continue as the socialists want. At the beginning of the meeting, the socialists requested that the members of the commissions be chosen from the lists submitted by the two largest parties in the country as well as by the coalition “Together for Victory” and “Human Rights”. This triggered a reaction from the opposition, which considered it a violation of the Code, arguing that the chairpersons and deputy chairpersons of the election commissions should be chosen on the basis of the winning division in the 1996 local elections. How to stage illegal migrants under state protection The trafficking of illegal migrants seems to have a new facade linked to the phases of the Albanian government. “Sot”, a newspaper that promised to reveal the scheme but did not do so, gave the first signs of unraveling it. This newspaper reveals that only 2000 and 71 Torovi opens today its election campaign for its candidates for the 2000 local elections with Albanian emigrants returning repeatedly by plane toward Syria, Lebanon, Jordan and onward to Italy. According to sources close to the border police, the illegal migrants who are caught are male, aged 18-35, and their organization is carried out by networks linked to state structures. Contrary to what has been announced, there are no escorts, but stable routes for crossing and waiting. Travel agency connections and weak document controls are exploited.
