The new Prime Minister described the government he leads by saying, "I feel proud and prepared for where we are going." NATO bombings, how far and how close

Melt The subtext that NATO has articulated for Albania these days is that insisting on deploying its military force in Kosovo may one day turn out to be a mistake. If the Kosovo problem is solved through an international agreement, with guarantees for the withdrawal of Serbian forces from Kosovo, then NATO’s decision for military intervention could be revoked. If the Serbian government rejects the peace plan and intensifies the war and repression in Kosovo, then the option of a NATO strike opens up. Albania and NATO must have a common vision for Kosovo, but they must also have flexibility in their political formulations at the end of this process. There are at least two different versions of the role NATO would have in Kosovo, in the event that the agreement is implemented. One is that Kosovo forces would be deployed on the Albanian-Yugoslav border as a demonstration force, ready to undertake attacks on Serbian forces if such a thing became necessary. The other version is that, after the agreement is reached, NATO forces would be stationed in Albania and Macedonia to monitor the implementation of peace, perhaps also making partial deployments on the border with Kosovo, but avoiding any insertion deep into Yugoslav territory. Any development that implies NATO entering a possible conflict with Serbian forces will have serious consequences for Albania. Albania has two reasons to politically support NATO, but just as many reasons to be cautious in formulating its policy. First, Albania cannot stay outside a Western initiative for Kosovo, because a failure of it would greatly increase uncertainty about the future of the Albanian state. Second, Albania needs the strongest possible link with NATO, as a way to increase its position in the region and its own security. But there is also a third, more concrete reason: Albania is not prepared, either politically or militarily, to face the consequences of an open conflict in Kosovo. It has a weak state, a fragile economy, and unconsilidated institutions. For this reason, any public formulation that pushes the country to the front line of confrontation must be measured carefully. Western help will be necessary, but it will not replace the capacities that Albania itself must build for its own security. On page 4
