Flora LEWIS, Herald Tribune analyst. The new element in the Kosovo talks taking place in Rambouillet was emphasized by President Zhak Shirak in his opening speech. The new element is this: “Europe can no longer tolerate war on its continent.” But this is not as simple as it may seem. In fact, this is no longer about restraining violence, restoring balances, or letting the parties fight to the end, as was regularly seen during the war in Bosnia, until an agreement was imposed at Dayton in 1995. In this case, there is a new deadline, though it has not yet been announced, for stopping the fighting in Kosovo: the Washington Summit marking NATO’s 50th anniversary in April. The members agree that they cannot commit the Alliance to a new peacekeeping mission and a collective security system with this war as a backdrop. Continued on page 5
