EDITORIAL The hidden failure of Rambouillet If the Rambouillet conference ends with an inconclusive result, then its failure will certainly not be considered a surprise. According to the reports that have come in so far, NATO and Western diplomacy are pursuing an ad hoc strategy, in which a combination of negotiations and military threats is meant to cover the lack of a clear solution. If the Serbian side is not convinced, there will be bombings; if the Albanian side does not agree, the deal will be postponed indefinitely. This double equivocation makes the process unstable. In this context, any triumphalism is premature. It is becoming clear that Rambouillet has not resolved the major contradictions among the Western allies nor produced a real consensus on the use of force. In the end, the price of this ambiguity risks being paid on the ground, with new victims and a new outbreak of fighting in Kosovo. On page 3
