EDITORIAL If the Rambouillet Conference had ended yesterday with the signing of the agreement presented by the Kosovo delegation, the Albanian victory would have been historic. The Serbs refused to state their position and thus, under the agreement, NATO aircraft should have begun bombing Federal Army bases tomorrow. At the end of the military campaign, the people of Kosovo were to return safely to their homes and prepare peacefully for the referendum on independence envisaged three years later. But yesterday in Rambouillet, nothing was signed, and tomorrow only Belgrade’s helicopters will continue flying in Kosovo’s skies; peaceful days will not come for the people of Kosovo. Rambouillet failed, it is ambitious to say, but this is the truth. A failure masked by the illusion of a victory that all the diplomats wanted to achieve yesterday. European diplomacy was once again unable to make reason prevail without resorting to the use of force. No one can imagine that after Rambouillet NATO will issue orders to bomb, but no one today has the courage to say: Victory! By postponing the next conference for three weeks—the Albanians had asked for two—the international community showed its weakness, failed to transfer the boxing match, and ended up KO in its own corner.
