Tiran SHEHU In the post-communist democratic era, with disregard for structural reforms and the political culture of part of the members of Parliament, and perhaps also of government officials. Elections are held when political power has lost control of Parliament, when the executive power can no longer function calmly, and when national peculiarities, incomprehensible to the government, make it irresponsible. In other words, the political condition for elections is characterized by weak power. So the political system is unstable, and so is the government. This reality now needs a concise and accurate response from modern republicanism. If there is to be a solution, it will come without plunging the state into new political and governmental crises, like the one that occurred last year and at the beginning of this year. The Constitution approved by the nationwide referendum of 22 November is presenting anomalies and difficulties in implementation. For many commentators it needs adjustments and improvements, a sincere and correct political debate and dialogue.

EDITORIAL Vebi VELIA It seems to me, at least from the closing words of Mr. Kofi Annan during the UN Security Council debate, that the government in Belgrade will continue as before to reject any agreement or reasonable solution regarding Kosovo. Now, it is no longer about remembering the impasse of the peace talks in Rambuje, but about fully convincing ourselves that any promise and pseudo-negotiation with Milošević is nothing more than a sheer trick to buy time. Despite the ringing declarations that come every day from Brussels and Washington, it is hard to believe that the Western countries have decided to punish Belgrade with the seriousness claimed and the speed such an action would require. I think that no one in the circles of international politics believes any longer in this unjustifiable extension of the deadline, which is in fact an empty show, without any content or real effect. But as any reader of this newspaper may rightly ask, will NATO troops intervene in Kosovo, without the place of the Serbs? On page 24
