Nicolas MILETITCH * Boris Jelcin today threatened to withdraw Russia from the international talks on Kosovo, thereby expressing his dissatisfaction that the West has so far failed to take Moscow’s diplomatic efforts into consideration. Russia may no longer take part in the talks if its proposals and efforts are not taken into consideration, President Jelcin declared, as quoted by the Interfax news agency, a few hours after he had dismissed his Prime Minister, Evgeni Primakov. “‘We are not keen to take part in this war, and we are the ones who started it. It is clear that our calls and proposals for a peaceful resolution of the conflict are not reaching their destination,’ Boris Jelcin said during a meeting of the Russian Security Council concerning the situation in Yugoslavia. The head of the Russian Secret Service, Vladimir Putin, who is also the secretary of the Security Council, explained the reasons for this anger: Russia ‘is not satisfied with the Yugoslav crisis with the role of...’ Continues on page 8
