Independence for Kosovo
Noel MALCOLM
If the Kosovo war is to bring victory for self-determination for the Albanians of Kosovo, we must be prepared to think about the present and the future more realistically. The problems that, despite NATO’s bombing, still remain to be solved do not belong to the war. They will continue after the first day of war as well, in the way the United States and the European powers deal with them. We know that the latest commitment from the American headquarters is that the war against Yugoslavia will be reduced to three clear choices: bomb, troops and peace. Reality may have offered a fourth solution: a liberated Kosovo overseen by foreign troops. By describing this as an interim solution, the New York Times gives it another name: independence.
