Herald Tribune At the beginning of the Kosovo war, the rounding up of civilians as if they were goods and their deportation by rail would have been, for the world, one of those kinds of crimes that many had thought would never be repeated. After the resolution Mentor Nazarko The amendments made to the UN Security Council resolution on Kosovo do not alter the legal status that follows from it; therefore, it would be appropriate for those interested to analyze its evolution and the stages it will pass through. The analysis can be based on the text of the resolution, but also on the text of the annexes, and even on the Rambouillet agreements. The draft resolution refers to that agreement twice, in paragraph 11, points a and f, and, according to the interpretive rules of international law, this gives it the same legal value as the main text of the resolution.
