Every Albanian must immediately inform KFOR of any suspicious movements by Serb forces or the KLA. This is one of the 10 “rules” of civic conduct issued by international organizations to be applied in every neighborhood of Kosovo. Equipped with photo ID cards, in color and bearing the logo of the peacekeeping forces, OSCE inspectors will carry out routine checks on all families, taking their personal data. The order states that the head of the household must present himself to the inspector every time there is a knock at the door. It is also forbidden to use vehicle plates bearing the symbols of the KLA or of Kosovo state institutions. The rules will be posted in every house and on every car. Penalties will be a fine or imprisonment of up to 30 days “in the event of any violation.” More information on page 15 of the newspaper
