On Thursday the review begins for KZAZ No. 49 By TEDI BLUSHI Lulzim Basha, the candidate of the “Alliance for the Citizen” coalition, was officially declared yesterday mayor of Tirana. With 4 votes in favor and 3 against, the Central Elec- toral Commission, acting as the city’s general KZAZ, announced at 23:04 that Basha is the winner by 81 votes over the other So- cialist candidate, Edi Rama. From the totals of the tables of Tirana’s 11 KZAZs, the CEC stated that Basha secured 124786 votes, Rama 124705 votes, while the candidate of the Communist Party, Hysni Milloshi 1394 votes....
