Article 24, point 1, letter “a” of the Electoral Code stipulates that for the allocation of seats to the winning councilors of any municipality or commune, at least 5 votes in favour from CEC members are required. The ambush killing of the two brothers Nik and Gjovalin Pjetrushi brings the former head of Criminal Investigations of the Shkodra Police Directorate, Pjerl Pjetrushi, from America to Albania. Shaken by the execution of his two closest people, Prela hastened to return to his native village of Grudë e Re to give them a final embrace and farewell. Meanwhile, the immense pain over the tragic loss of the two sons of the Pjetrushi family also brought the other two brothers of the victims from Germany and England. The tragedy caused by blood feud gathered them all together on a sad day, within the walls of the house whose foundations were weighed down by mourning.
