The report provides an overall overview of the state of these rights in each country during 2010. In the section on Albania, the report mentions the 2009 parliamentary elections and says that they were described by OSCE and ODIHR as having marked progress compared with previous elections, but without fully fulfilling the OSCE commitments. Regarding other aspects, the report says that police corruption continued, while government corruption remained a serious and unresolved problem.
