At the fifth congress that Balli Kombëtar, after leaving Albania, went into exile in Naples in November 1949 to choose the successor of Mithat Frashëri who had died, Hasan Dosti, without any documentation, declared with astonishing zeal that he had founded the nationalist organization a few days after the occupation on 7 April 1939 of Albania by fascist Italy.
