He explains that these changes fall within the remit of this Council, which “formulates the most general opinion on every issue” and “suggests on scientific grounds the cases where spelling must be altered.” But, faced with the concern of linguists and the wider public over the decisions taken, he tries to reassure us by saying that the Council “has no commanding or binding power over the state, education, the media, civil society, etc.”.
