The deeply dramatic situation in which Albania found itself in the days leading up to the proclamation of National Independence is also reflected in the telegraphic conversation that took place on 25 November 1912 between Aziz Vrioni, the prefect of Berat, and Aqif Biçaku, the prefect of Elbasan, a conversation that has survived and been recorded to this day.
The two personalities were at the same moment in the telegraph offices of their cities. Aziz Vrioni (Berat): “We are here in panic and in great distress”. Aqif Biçaku (Elbasan): “Our situation has also worsened.
