How did the war law, which Greece still formally keeps in force against Albania, come into being? Why do many experts in international law call the law “absurd,” and how do certain Greek circles use it to Albania’s detriment? Prof. Dr. Rexhep Krisafi, taking his cue from prof. Arben Puto’s book, “The Italo-Greek War, dictators and quislings,” gives us an overview of the law, from the 1940s to the present day, and its “anomalies.” But he does not stop there. Without overlooking Greek claims to Vorio-Epirus, or pressure from the neighboring country for population censuses, he speaks of inflated figures and the Hellenization of the south.
