It was the year 1946, - says E. Hoxha, - when Nako Spiru, chairman of the Planning Commission, was holding talks with the heads of the Planning Commission of the Yugoslav Federation regarding the conclusion of economic agreements with Albania. After the chairman of the Yugoslav Commission Boris Kidriç handed Nako Spiru the draft agreement, he immediately forwarded it to E. Hoxha by radiogram to obtain his approval before signing it on behalf of the Albanian government.
