In the final plenary session of 2011, the head of the PS group, Gramoz Ruçi, asked that another name be appointed in Islami’s place to the assembly of the Council of Europe, with an emphasis on establishing balance between the majority and the opposition. “According to the rules of the Council of Europe, the balance between the majority and the opposition in the parliamentary delegation should be ensured. Two mandates for the majority and two for the opposition, and the same number of substitutes. This is precisely the moment for the Albanian Parliament, within this cooperation as well... this is the first test [?] that the majority can pass, since until now the opposition has provided the tests,” Ruçi stated.
