He expressed this position yesterday afternoon during a conversation with outstanding students at the University of Tirana, where he was invited together with the EU ambassador, Ettore Sequi, to speak about elections and democracy. The U.S. ambassador explained: “There are some criteria that make a country eligible for the visa liberalization program, and one of them is the visa refusal rate, which must be below 3%. In the last calendar year, the refusal rate for Albanians was 40.5%, and if you look at the last few years, it has not been below 30% and has not gone above 45%. So, a statistician can tell me what the probability is. Facts are facts. Another thing on which I can base this is that we do not negotiate like the EU.
