In fact, the problem is not in all the districts from which these MPs left to become ministers, but in two of them the problem is more obvious, namely the district of Elbasan and that of Dibër. According to the Electoral Code, article 164, “The interrupted mandate passes to the next candidate on the list of the same political party in the relevant electoral area. By exception to this rule, when the vacancy concerns a mandate won under point 6 of article 67, it is filled by the first candidate on the list, of the relevant gender, regardless of the ranking on the list.
