The President justifies this action by arguing that the normative act has a special legal force, but the law holds the highest place (after the Constitution) in the hierarchy of legal acts, and therefore it must be amended or repealed only through another law, and by no means through a normative act. Asked by “Gazeta Shqiptare”, constitutional scholar Gent Ibrahimi explains that President Nishani’s decision will not be able to overturn the act.
