INITIATIVE IN PARLIAMENT: REPORT ABUSES, WE GUARANTEE ANONYMITY Law: “Spy on” the bosses in the Assembly INITIATIVE IN PARLIAMENT: REPORT ABUSES, WE GUARANTEE ANONYMITY SHISH EMPLOYEES Law: “Spy on” the bosses in the Assembly The draft law “On the oversight of the security intelligence services” provides for the reporting of the heads of the secret services to a new subcommittee of MPs Parliamentary oversight of the Intelligence and Security Services is expected to be regulated by a special law, the draft of which was submitted three days ago for approval in the Assembly. The initiative, signed by Leonard Demi, the Democratic head of the parliamentary committee on Security, provides for the creation of a special parliamentary subcommittee, made up of five MPs, whose task will be to oversee the legality of the activities of the Albanian secret services, including SHISH, the State Police, the Republic Guard, the Defense Intelligence Agency, etc. Article 11, paragraph 1 of the draft provides that the chair of this subcommittee shall belong to the opposition. “The deputy chair of the National Security Committee is automatically appointed chair of the Subcommittee. One other member of the Subcommittee is appointed by the Opposition, while the Vice Chair and the other two members are appointed by the parliamentary majority,” it says... Continued on page 3
